A little gold / yellow man / Idol a zebra stripes painted. One explanation for this? Please help me, I beat my head against the wall for this answer!

Interesting ... to photograph a companion, something like that, as in the 17th described and I (Eye) Street NW. He has no idea what it is!
POSTSCRIPT: Saw some of them this afternoon (Sunday) from the National Mall, you were not painted, but cutting staff were the same reflective strips (three yellow and one white) and randomly inside and outside the crosswalk through the botanical garden of the United States and the National Gallery East Wing brought. I think of street art are interesting.
It seems that the child loves Gumby and Frosted Lucky Charms elf! Wicked ugly, I might add!
